Doctor’s Consultation with Preparation and Referral for the Medical and Social Expert Commission

Since January 1, 2025, Ukraine has replaced the former Medical and Social Expert Commissions (MSEC) with expert teams that assess a person’s everyday functioning (EPOFC). They evaluate how a disease or injury affects a person’s daily life and ability to work, and determine the need for rehabilitation and other support measures.

At Doctor Sam Medical Center, a doctor helps you prepare for this process: conducts a consultation, reviews medical records and examination results, identifies any missing documents or medical information, and prepares an electronic referral for an EPOFC assessment.

How does the EPOFC assessment process work?

Preparing documents for an everyday functioning assessment may require medical reports, examination results, and information from different specialists. During the consultation, the doctor reviews the available documentation and helps determine what is needed to prepare a complete medical case.

A doctor’s consultation and preparation of the referral do not guarantee the establishment of a disability status or any other specific decision. Doctor Sam helps prepare the medical documentation and referral in accordance with the established procedure, while the final decision is made by the EPOFC expert team.

The doctor reviews medical reports, discharge summaries, examination results, and other documents you provide during the consultation. Your health status, primary and associated diagnoses, and their impact on everyday functioning are assessed.

If the available medical information is insufficient, the doctor explains which documents, examinations, or consultations with relevant specialists may be required to complete the case. You receive a clear list of any additional examinations or documents you may need to provide.

Once the necessary medical information has been collected, the doctor prepares an electronic referral for an everyday functioning assessment by an expert team.

The subsequent assessment is conducted by EPOFC. The expert team independently evaluates the person’s health status and its impact on everyday functioning, ability to work, and need for rehabilitation.

What should you bring to the consultation?

To help the doctor assess your situation as thoroughly as possible, please prepare all documents related to your health condition:

  • Medical reports and discharge summaries
  • Laboratory and diagnostic test results
  • Reports from relevant specialists
  • Documents related to previous treatment, surgery, or rehabilitation
  • Documentation concerning injuries or medical conditions that affect everyday functioning
  • Previous MSEC or EPOFC decisions, if an assessment has already been conducted

Not sure which documents are required in your particular case? During the consultation, the doctor will help determine what medical information may be missing for the referral.
